Financial Program Analyst Salary Range: 92,981.00 - 97,139.00 Closing Date: 6/7/2024The Office of the Chief Administrative Officer (CAO)provides operations support services and business solutions to the community of10,000 House Members, Officers and staff. The CAO organization comprises morethan 650 technical and administrative staff working in a variety of areas,including information technology, finance, budget management, human resources,payroll, childcare, food and vending, procurement, logistics and administrativecounsel.This position is located in the FinancialCounseling Department, Office of Finance, Office of the Chief AdministrativeOfficer (CAO), U.S. House of Representatives (House). The purpose of the Officeof Finance is to provide financial management services to our customers -Leadership, Members, Committees, Officers, and Offices of the House. TheFinancial Counseling Department is responsible for providing guidance andsupport to our customers regarding their official expenses, and processingreimbursement vouchers in accordance with rules and regulations. This positionserves as the Financial Program Analyst and has access to PersonallyIdentifiable Information (PII). Key responsibilities include analyzingfinancial data, processes, systems, policies, and regulations affectingaccounts payable operations; providing quality customer service to internal andexternal customers in a timely manner; and providing management with analyticaldata related to accounts payable performance objectives. Primary Duties/Responsibilities: * Researches, analyzes, and interprets financial data,processes, systems, policies, and regulations affecting the accounts payable operation.* Provides consultative solutions in response to customerinquiries, including guidance on financial issues and documented financialprocedures and processes.* Plans and coordinates with Financial Counseling teams andassists with reviewing or approving voucher transactions.* Uses financial systems, software, and reporting tools toresearch and reconcile financial transactions.* Participates in process improvement projects and makesrecommendations that increase departmental performance and efficiency.* Engages in financial system user testing to ensureefficiency and accuracy of system enhancements.* Works with management in developing departmentalreporting, which includes key metrics that measure productivity, quality, andwork volume to ensure workflow management, assignment leveraging and qualitycustomer service.* Manages departmental projects to support operationalinitiatives, team activities, and ongoing strategic programs (e.g. Quality Assurance Program, My Expenses, Leases, Member DC Reimbursement Program, HouseFinance Card Program, and Departmental Monthly Newsletters).* Drafts recommendations in response to audit, compliance,or investigative findings.* Documents and tracks policy and process changes; draftsand revises procedural documents/SOPs.* Performs other official duties and special projects asassigned. May be responsible for supervising contracted staff or leadingproject teams (for a discrete period of time) comprised of permanent and/orcontracted staff. Qualifications: *3+ years of experience serving as an Analyst or FinancialAnalyst.* Experience working in accounting, accounts payable,financial management, and accounts receivable, with heavy concentration inprogram management and data analytics.*Bachelor's Degree required in Finance, Accounting, or business-relatedfield. Master's Degree preferred; specialized experience can be substituted. * Subject matter expertise in PeopleSoft accounting modules.* Experience with Coupa financial system. * Strong command of Excel for tool development andperformance metric management. * Ability to analyze, reconcile, interpret, and presentdata, ensuring data integrity.* Accuracy and attention to detail.* Innovation, critical thinking, and troubleshooting skills.* Knowledge of financial reporting and ability to preparevarious financial reports.* Ability to exhibit good judgment in organizing work andsetting priorities. * All employees within CAO are expected to demonstrate thefollowing general competencies: Accountability, Adaptability, Collaboration,Communication, Customer Orientation, Priority Management, and ProblemResolution.PDN-9c11d1a6-5c47-446d-bd07-35f6cefc3601
