OVERVIEW Assesses the general psychological and medical status of individuals referred to the agency for services and determines and arranges for appropriate treatment providers, personally provides direct therapeutic treatment on an emergency basis. Assists the Coordinator with leading the Emergency Services team and coordinating the provision of direct care provided by emergency services staff for individuals experiencing a crisis on a 24/7 basis. Work is performed under general supervision and is guided by agency policies and procedures, quality assurance, public and private payor guidelines, diagnostic guidelines and professional practices and including ethical standards related to client interactions, state and federal regulations and guidelines. DUTIES AND RESPONSIBILITIES Completes assessments for individuals for hospitalization, completes the state required preadmission screening, evaluates and determines appropriate least restrictive environment to ensure the safety of the individual in crisis. Determines if individuals meet legal criteria for emergency custody orders and temporary detention orders and serves as the petitioner for these from local magistrates when appropriate. Assesses individuals in crisis to determine risk of suicide, homicide and significant impairment in self-care due to mental illness. Serves as a liaison with the medical providers, local inpatient psychiatric hospitals, state hospital systems and law enforcement to coordinate and maintain individuals placed under temporary detention orders who are unable to be placed due to various constraints. Coordinates and secures inpatient psychiatric hospital admissions on a voluntary and involuntary basis. Provides direct crisis intervention services to referrals to the program at the RACSB clinic or in the emergency facility. Provides direct service including providing brief crisis counseling for individuals and families. Classifies and refers new individuals to the appropriate agency treatment program. Coordinates services and is liaison with other agencies: Hospitals, courts, social services, state offices, and others in the communities. Completes preadmission screenings for individuals being admitted to agency crisis stabilization program, and assesses for risk when individuals request an unplanned discharge from the program. Responds to program callers and phone inquiries. Provides quality assurance review of service input and other documentation to the electronic records system. Utilizing the crisis call center platform, registers and submits a service request for all individuals assessed and served by emergency services for billing purposes and in accordance with state guidelines. Monitors LIPOS funding and submits a monthly report to the region for all LIPOS billing. Works a rotating, flexible schedule to ensure program services are available 24 hours a day, 365 days per year. Provides on call supervisory access on a bi-weekly basis to staff to present cases that require problem resolution, supervisory coordination with community partners, and/or clinical determinations for individuals being assessed to determine safety concerns both on an individual and community level and how to mitigate any risks. Collaboratively works alongside community partners to include private hospital staff, law enforcement, magistrates, correctional system staff, behavioral health staff, and all inner agency programs/providers. Assists the Coordinator with developing and maintaining the work schedule for ES Therapists. Represent the agency at community meetings as designated by the Coordinator. Provides clinical and administrative supervision in the absence of the Coordinator. Provides clinical licensure supervision to unlicensed clinicians. Does related work as assigned. KNOWLEDGE, SKILLS, AND ABILITIES Thorough knowledge of the laws and legal procedures relating to the emergency mental health system including the individual manage­ment guidelines for Virginia and the laws and legal procedures relating to involuntary hospital admission, custody and detention orders;; thorough knowledge of the principles, practices and techniques involved in the diagnosis, risk assessment and general treatment of the substance abusive, mentally and/or emotionally disabled population including individual and family therapy and counseling techniques and practices, crisis intervention and stabilization principles and practices; thorough knowledge of community resources and hospitalization options throughout the State; thorough knowledge of the medical procedures, treatment providers and other agencies in service to the individual population; ability to establish and maintain rapport with the individual population and their families often in emotionally charged situations; ability to establish and maintain effective working relationships with other staff and with private and public community partners; ability to function calmly in and deescalate stressful, if not crisis situa­tions; ability to risk assess and prioritize service demands; ability to prepare and maintain detailed records and prepare related reports ability to communicate effectively, orally and in writ­ing; ability to plan the work of, train, and supervise clinical professionals; ability to operate a vehicle; ability to conduct effective interviews, observe, assess and record individual behaviors and functioning and develop treatment and service plans; ability to confidently provide expert testimony in both oral and written formats. TYPICAL EDUCATION, TRAINING AND WORK EXPERIENCE Master's Degree in the Behavioral Sciences and considerable clini­cal work experience involving crisis intervention and hospitalization of the mentally ill, emotionally disturbed and substance abusive populations. LICENSURE AND CERTIFICATIONS Valid VA driver's license. VA license as LCSW, LPC, or LCP. State certified Pre-Screener.
